The Hebrew word for system is מערכת
, of the root ע.ר.כ
meaning order.
For example:

Which operating system is installed on your (plural) computer?
And before the word משפט
meant sentence in the textual sense, it meant justice. In adjective form this is משפטי
(describing a masculine object) or משפטית
(for a feminine object), so that a justice system is מערכת משפטית
.
משפט also means law in the abstract sense.
For example:
המערכת המשפטית בישראל מבוססת, בין היתר, על המשפט העברי.
The justice system in Israel is based on, among others, Jewish Law.
