While we saw that לקרוא originally meant to call out, in modern times it has shifted to mean reading silently to oneself. Because today most people are literate and read internally, we needed a new verb for the act of reading out loud so others can hear. That word is להקריא.
This belongs to the הפעיל family. This is the causative form — you are essentially causing the text to be heard. You might use this when a parent is reading a bedtime story to a child, or when you are reading a menu out loud to a friend who forgot their glasses.
