The word על
is one of the most versatile words in Hebrew. Usually, it means “on” or “on top of” something.
It shares the same root as the simple verb לעלות
– to go up and עלייה
immigration to Israel. So when something is על
something else, it’s “up” on it. It’s a short, useful word that changes slightly depending on who you are talking about (like עלי
for “on me” or עליו
for “on him”).
In context: 
הספר מונח על השולחן.
 
The book is lying on the table.
